The University of Portsmouth, INTERPOL and UL Standards & Engagement have cooperated in launching the Certificate in Intellectual Property Crime and Illicit Trade (CIPCIT). It is an educational short course delivered by the University of Portsmouth’s School of Criminology and Criminal Justice. It provides unparalleled access to the latest research and expertise in global IP crime and illicit trade. The CIPCIT is recognized by INTERPOL.
The CIPCIT course is distance learning and is delivered online. It explores IP rights, different types of crime and the range of offenders. Students will study theories explaining why people commit these crimes, learn about the social and economic impacts, and examine protection and enforcement strategies. This course contributes to students’ professional practice and prepares them for further study in this area. The credits students earn are recognized academically at the 1st-year undergraduate level, so the course provides a pathway into full degree programs.
Under the leadership and support of the former President and CEO of Underwriters Laboratories (UL), Keith Williams has supported law enforcement efforts to combat intellectual property crime for nearly 15 years and has cooperated with INTERPOL on many IP crime and anti-counterfeiting public safety initiatives throughout that time.
UL Standards & Engagement has developed a unique scholarship program in Mr. Williams' name to honor his vision and legacy. The Keith Williams Scholarship will cover tuition for select law enforcement students annually to complete the CIPCIT short course.
The primary goal of the Keith Williams Scholarship is to support law enforcement efforts in working for a safer, more secure, and more sustainable world by helping focus efforts, resources and activities on reducing the harm associated with IP crime impacting human health, public safety, and the environment.
Successful Scholarship candidates will be recognized as part of the 17th International Law Enforcement IP Crime Conference, scheduled from 23 to 25 September 2024 in Willemstad, Curaçao.
Nominees for the Scholarships must be from a competent enforcement authority dealing with IP-related crimes, such as Police, Customs, Judiciary, Regulatory Authorities, Government Agencies, etc. The ideal candidate will serve in an operational, training or management capacity and seek an academic qualification to support professional development or leadership opportunities within their organization. The Scholarship aims to help professionals’ capabilities and career development in this field.
Candidates that do not investigate IP crime but wish to transfer to a department that deals in this crime area may also be nominated.
The course is degree level, so candidates must meet the University of Portsmouth academic entry requirements. The minimum criteria for scholarship consideration are high school diplomas (or equivalent) and a high level of competency in English (for example, International English Language Testing System (IELTS) band 6.0). In addition, the candidate must have adequate IT skills, IT equipment and technical support, and access to the internet.
Agencies must nominate candidates for Scholarship funding and support their course participation. The Nominations Selection Committee will consider all nominations.
Once your agency submits the Scholarship request through iipcic.org, the Nominations Selection Committee, which includes representatives from INTERPOL, the University of Portsmouth, and UL Standards & Engagement, will review your nomination.
If you are selected to proceed to the next stage of the application process, you will receive an email from the University of Portsmouth asking you to provide additional information, such as proof of identity and evidence of your proficiency in English.
Upon approval of your application by the University of Portsmouth, you will receive a confirmation email from them, which includes your registration link.
Important: To obtain the scholarship, you must formally register through this link, and only at that time will your place on the course be officially confirmed.
